Any niche can be saturated. I think if you are constantly on webmaster forums, you will feel as if they are appearing constantly. However, it is usually the same with every other niche, it's just they don't promote it on promotion forums or webmaster forums.

I have noticed that I am more active on forums such as this one more than, say, Forum Promotion. FP I'll respond to maybe one or two topics, request a couple services, then I'm gone. But sites like this and phpBB Communities can actually keep even someone like me going for a long time, especially since they're both resource forums. So I think even I prefer Admin Forums over actual promotion forums, and that's partially why because they're more informative.

I really can't talk as i have just opened another forum promotion forum.I do think there are alot out there that the owners don't care about.I think they realized people weren't going to just join for the sake of joining. It takes time patience and alot of work.I started mine because it was always something i wanted to do.I love helping people. So if I could help other people by bringing them members then that is well worth it to me.I was always worried about starting one becuase i would see a new one open so i would back off. I just recently said screw-it and opened one.I hope i didn't ramble on :D

If you think you can do it, and have the time and patience. Then why not.

It's just the thing to do now, sort of like the Twitter-craze.

With the success of Forum Promotion, everyone's decided to hop on the bandwagon and create their own, less stellar, version. Deep down, I know they're pretty much a total waste of time (just like directories), but I still join them anyways. Hey, it's free advertisement. :D

Exactly; "if you can't beat 'em, join 'em," even if the ones you're joining are far less useful and popular! :P

I agree lol.But actually a forum can take off at anytime so what some might see as a slow forum one week could be huge the next week.I have seen this happen many of times.

Its okay for people to want to have a successful forum such as FP, but it didnt come easy. It took alot of time and money invested in it to get where its at today. FP opened in 07 or 08, and I barely see sites last even 3 or 4 months nowadays. Depends on how serious the admin is.

The problem with promotion forums is that they are only visited by people advertising forums, not people who want to join other forums, so they don't get any use and die out. Topsites, google investments and other ads are much more worthwhile.

I agree, promotion forums are more targeted for those with forums and wanting to exchange members/posts, etc. not for those with websites, etc.

Yet the sad thing is, many promotion forums offer Website promotion as well. That's what gets to me more than anything.

The one thing I do hate about some promotion forums is when they require a postcount to advertise in the basic advertising section. That is pretty sad because it should be free, and big forums like FP dosent require you to have posts.

Actually, that kind of rule I don't mind, to be honest. Because this can help curb some spamming that can go on, and in some cases it can help prove that you're not just going to post about your site and run off the face of the earth or something. So while I do agree that this is annoying, I actually think it can be a very decent rule.
