Quite drastically, yes. Intestinal bloating (caused primarily by gas) is a condition that is being monitored as we speak.

I don't mind the going off-topic; it shows a sense of a community here. As long as everybody's happy, I'm good.

Seems the biggest slowdown is the original request. Takes almost 6 seconds and than everything else is very quick.

Can we get a translation to layman's terms? Does this mean that the issue isn't a server incapable of handling 15 members (:p)?

Its a shared hosting server correct? Doesn't matter how many people you have. You have to deal with the loads of the other 300-400 websites on the server at the same time.

Check the server loads in the ACP or hosting control panel. If they are more than 4 (assuming a quad-core CPU) than the server is overloaded. A load of 4 on a quad core CPU means the server is running at 100% CPU utilization. Requests will need to be queued until they can be fed to the CPU for processing. The higher the number the more of a wait. Now, you could theoretically have 8 cores or even 16... Depends on the server. It could be an old dual-core machine.

Do you guys have a set host in mind, if not I'm great friend with the owner of a large hosting company, he hosts several forum administrators from another site. :)

We would be using a highly upgraded version of this from WiredTree if we could move, but thank you, the offer is much appreciated.

Yes, the order has indeed been placed - all we need is one small detail and we'd be set for the move.
