Yea exactly, General Discussion Forums should not have a rule like that.. but its doesn't matter. Its the choice of the Webmaster.

I have an advertisement section that anyone can post on, guest or member. Though I'd probably add a member site as an affiliation before I'd let it sit in the advertisement section.

I've never had a situation where people wanted to discuss a "rival" site but I'd probably allow it so long as the topic creator doesn't actually own said site. I prefer not to silence my user base if at all possible, and if they wanted to discuss another site, I would let them. Seems only fair to me.

Seems reasonable, but I wouldn't allow guests to advertise. You may get spammed, if you haven't already you probably will, so might want to remove that.

I've been on forums in my time where you don't have to register in order to advertise your site/forum. While this can have it's perks, it could also create more problems than it solves, so I am not exactly in favor of this either.

My board has had this feature since January and it has never caused problems.

In fact, because my board is primarily a role play board, it is necessary to have an advertising board for guests to post in as if you advertise on someone else's RP, it is common courtesy to allow them to link back.

So yeah, thanks for the concern, but I'm not really worried in the least. Even if it gets spammed, it's an ad board. That's what it's for. And I'm pretty sure I'm not counting posts.

    So yeah! 8D

I know. It's sweet of you <3 Just like I said, I need it to advertise elsewhere lol, and I've never been one for strict rules or censorship. If someone wants to advertise I'm totally fine with that. There's tons of forums out there that need to get off their feet and if someone finds the site of their dreams through my ad section, that's awesome! But I'm weird like that lol

Haha it's not weird, you have a good personality and I can see your forum succeed. The niche your forum is in is best with not being strict, but forums like AdminBB, and other Webmaster sites have to have certain rules set in place to avoid abuse which does happen often even with rules in place..
