You go to install/upgrade.php and upgrade, not install.php. Unless you want to start your forum from scratch...

But seriously, I hear it's still that easy.

Better if you disable all your Mods first.

Backup all the files too so that if you don't like 4 you can just roll back by importing the DB backup and over writing the 4.0 files.

Just did an upgrade this morning. Here were my steps, a little different than a normal upgrade due to the size.

    1. Backup your database and files, then turn off your forums.
    2. Uninstall all Plugins and Products (Disable if you wish to retain the information contained in them).
    3. Extract vBulletin 4 Files.
    4. Upload the vBulletin 4 files, overwriting the ones from vBulletin 3.8.
    5. Go to www.yoursite.com/forums/install/upgrade.php
    6. Proceed through all the steps until it takes you back to the Admin CP.
    7. Turn forums back online.
