Move submit an article forum to below article forums

    I suggest moving the 'submit article' forum to below the 'articles forum' or making it a subforum link.

    Ingenious. Don't know why I never had it like that in the first place.

    I've made it a sub-forum of the article redirect link. We'll see how that fares. :)
