How come few forum scripts use a more 'logical' url setup?

I never got the logic of using boardname.com/topics/topic name and boardname.com/forums/forum name.

Wouldn't it make more sense to do what a static site would do and have it so the links have the topic names as a sub folder/file of the forum names? Because the current system is basically treating the topics as if there's some giant topics folder where every topic on the site is stored in.

Or is that seen as 'difficult' for .htaccess and setting up friendly URLs?

I think the main problem is when you change forum names and delete them over time. If the forum title isn't in the URL you don't lose the URL if you move a thread to another forum or rename the forum.

Ideally a smart script would 301 the old URL to the new though.
