Dishonest Staff

This may be a little long. We recently hired a teenage moderator. We were doubtful to do so because of a bad incident with teenage staff but we wanted to give him a chance.
At first, he seemed good. But he later had his "girlfriend" sign up for the forum. I noticed that they shared the same IP address. I later noticed that his "girlfriend had posted a thread asking if any more staff positions were available. I noticed again, same IP. At this point, I contacted the owner and the staff board had a 3 hour meeting trying to figure out what he was doing. While we were researching, we found out he posted on TAZ(The Admin Zones) looking for a moderator job. We later met with the teen mod and he said that they shared the same IP because they are always together and she travels with him back and forth to their parents and grandparents house. He also told us that he wasn't the once who posted the threads, it was his gf.
So we just dropped it.

So I sent him an email from a disguised account asking if he posted the thread on taz and offered him a phony job which he accepted.
So it comes to find out, he's lying, what should we do?

 

That's what I'm wondering aswell. Why he wants to staff accounts. When I first started working for the forums, we had another staff member, who was a teen, who was very possessive of the forum. When we later banned him, it comes to find out that he aswell had 2 positions. 1 as admin and the other as moderator.
I don't want to jump to conclusions, but I have told the admin and we're to meet on chat to discuss it later.

I thank you for your reply. My question is just why must he do this in a sneaky way? We recently gave him mod status and a week later he asked if their were admin openings. We said yes. we run 3 forums and while we set the other 2 forums up, we wanted someone to take care of the forum while gone. But to lie like this is breaking our trust.

He also said that he did not post the thread on TAZ about wanting to become a mod, yet when I email him from a disguised account he accepts an offer for a new forum.

We've made it clear that we need him to stay with the forum he's at now with the potential to work at our other forums. What would you think would be the best course of action?
