Are there any professionals at SEO?

I've got a friend that needs help. He has a static site where things are sold and someone gave a 'not accurate' bad review of his products on a forum, and now that bad review shows up near the top of the google search results.

2 questions:

1. Can anything be done to make that bad review go down in the search rankings?
2. Are there any individuals or companies that can accomplish this?

He, and I, know nothing about SEO.
