Who can I get to finish a cartoonish retro vector design?

(Note: this is about a template for WordPress, not a forum.) I got a fabulous custom header image from a vector artists, but he wasn't interested in doing the logo or the rest of the design for me. Then I used a logo design service to get a great logo that fit right in. Now I'm finding my vector graphics skills just aren't up to the challenge of finishing the design. I found one designer with an awesome vector style and contacted her, but after the initial round of inquiries she stopped responding.

I don't really need someone to code it for me, I can do that myself. But who can I get to make this a truly award-worthy design?

 

Fullmetalbabe, for sure!

I'm sure Plazzman, MsJac, MomCafe, Shelley and Peg can also fulfill this request, but I have seen Fullmetalbabe's vectors and they are quite nice.
