I apologise, this is probably a dumb question but..... how do you set up a test site? and do you need a domain name etc? Could you have a test site on your own computer if it was able to cope?
I set my test site up on the same domain in a different folder structure that is password protected to the open world. You can do local testing as well. On a Windows box you will want to install WinLAMP : Apache MySQL PHP PERL installer (WinLAMP Is Not LAMP)
Assuming you are talking about vbulletin, you may be interested in this thread on vb.com - Step by Step: Create a test forum based on a 'snapshot' of your live one I set my site up in another folder and then actually have a sub-domain set up for it. You don't need to do that though. You do need to make sure it is htaccess password protected.
