What forum is this?

Poor bastard, the forum has been constantly under attack for at least a month now. Nothing but spammers there:

If you think I'm trying to state that paid forum software is hackable as well, then no, that was not my intension. I just discovered the site a few months ago when looking for Apache help, and always wondered what software was used.

 

It's vBulletin, and they've paid to remove the copyright.

A good way to tell is by viewing the source of the site, usually the software will have something similar to below (I know vBulletin does):
