I don't think it has anything to do with Mod Power.
You'll have to let Alien field this one, because others have used animated avatars in the past (a la lobo, etc.).

I'm not sure if it's an issue with the size of the avatar, something from the site upgrade, or perhaps he needs to enable something in an account to allow it. In any case, it's out of my realm, so I'll leave it to him to solve this dilema.
