So which would you choose and why? I must say I really hate the VB permissions system, it sucks. But VB has some cool stuff like notices.
Had (and actually still have 2 other) vBulletins. Converted the biggest one ( almost 1.5 mil posts!) to IPB a month ago. Besides some minor features ( like that permission settings ) everything else is more than perfect. The reason of migration was simply that vB did not meet our (me and my members) expectations anymore.

Actually, I think the vBulletin permissions system is probably the best one out there. IP.Board's looks nicer, but vB's is extremely powerful, allowing you to create essentially any configuration of permissions you can imagine. Thread moved to Community/Forum Software.
Having had phpBB, Ipb and vBulletin for ages (not ipb in the later releases) I have to say I love vb for many many reasons and would much rather spend the extra to get what must be the most used forum software going. And now it's a CMS and a Blog. Top that Ipb! And the permissions system in vb is definately better than ipb imo (unless that's changed in the later versions?)
I doubt that's the source of his statement. Everywhere I go, such as DigitalPoint, AA, vBulletin.com (yes, even there), people are promulgating their choice to migrate away from vB 4. I am not surprised, but I am ecstatic that people are finally waking up and moving to a more reliable solution. I wish I could go back in time and start all of my forums on IP.Board. I can guarantee you that any new ventures of mine will be powered by IP.Board. And if I had the money and time to afford licenses for all of my existing sites, I'd be converting them eventually too (only because 3.8 will become insecure and out-dated with time).
Actually, MyBB does (assuming you mean the forum permissions): . The problem is the full permissions are quite hidden in MyBB 1.4; they're to the right of all of the checkboxes and the link looks almost the same regardless of if it is customized or not. With the forum permissions overhaul in 1.6, they're much more obvious, as is permission inheritance.

Ummm IPB also has a blog and CMS, if I'm not mistaken? I was a diehard vB loyalist for years - until recently.
Ah, okay. Funny you used that example, though; MyBB 1.6 includes a "Can only view own threads" permission, which exactly the same thing, but backwords. :p
