If you are talking about Vbulletin, you can change the maximum height and width for custom avatars in the Usergroup Manager. Select your usergroup, for example Registered Users and scroll down to Picture Uploading Permissions and then edit the values for both Custom Avatar Maximum Width (pixels) Custom Avatar Maximum Height (pixels) You can also edit the maximum file size of avatars underneath those options.
