Generally speaking, most things are discussed in staff forums, but at the end of the day, the admins make the final decision.

Thats because you deleted the IPs. :p If you have banned an IP in the banning options, then removing user accounts will not affect that ban....
A large forum is not a requirement as far as i can see.
