Contests are definitely a good way to get users active.
I have a fairly active site; quite new. I could never consider giving up on it. Especially with all these pain-staking hours I've committed to it.
You've just got to promote it better than your competition and offer things that your competition don't. Give users a reason to use your site...

I use youtube to advertise my site, which is solely based around youtube (Icuebed - Youtube Discussion Forums). It seems to get me a bit of traffic.
