They put the wrong config.php.new file in there. Oh ok.
That was in the 4.08 version... I reported that as a bug.

Update: Yes I have got cpanel. Have created a new database user. The database name stays the same.
That's why I am trying to do this myself. I got this strange error message last night. It said about the wrong config.php.new was used but exists.
