    Just plain html?
    If wordpress, there are a lot free themes like this.
    If you host doesn't have mysql, try google "simple cms". Some cms does not need database, does html coding, create pages in afew clicks.

    I'd say pretty much anyone can do it :) Slice it. Crop it. Use divs, tables, and alot of CSS. That's all it takes.
